Hello from the MAPRISE development team. This time, let's take a bit of a detour — not a data-layer announcement, but a piece of reflection on an aging-infrastructure problem quietly spreading through hillside neighborhoods across Japan, Kyushu included. Under the heading "Countermeasures for aging social infrastructure hidden in urbanized neighborhoods," this first installment takes up the retaining wall.
What's holding up that little change in elevation
Walk through any hilly town and you'll often see a house sitting a level above the street, or conversely, set into a lot a level below it. In neighborhoods built by cutting into hills and slopes, this is simply how the terrain looks. And what's holding that difference in elevation in place is the retaining wall.
Retaining walls come in many forms: reinforced concrete, stacked stone, interlocking concrete-block systems, cut Oya stone. Some are small, sitting along the boundary of a single-family lot; others are large structures built by local government to protect a road or public land. We rarely think about them day to day. But this wall is a quiet piece of infrastructure, continuously holding the very shape of the land a neighborhood sits on.
The myth of "permanent structures," and soil pressure that only builds with time
There was once a time when concrete was thought of as a nearly permanent structure. Filled earth, too, was widely believed to compact and grow stronger the longer it sat. In reality, though, concrete does have a finite service life. The exact figure varies by standard and application (e.g., tax-depreciation lifespans vs. the design service-life concepts used for concrete structures), but it's well understood that cracking, rebar corrosion, and clogged weep holes progress with time regardless of which benchmark you use.
Meanwhile, on the soil side that the wall is holding back, the opposite is happening. Every rainfall soaks the fill, every dry spell hardens it again, and soil pressure inside the fill keeps building, little by little, over the years. A wall weakened by age, and soil pressure that only grows stronger with time — where these two trends intersect, the wall begins to move, ever so slightly but unmistakably. Cracks, bulging, shifted joints. The typical path of an aging retaining wall is one where this movement creeps forward a bit more with every typhoon and heavy rain, until one day it collapses all at once.
The hard question of who fixes it
The owner of a retaining wall is the owner of the land it sits on. And this is the single biggest factor making the problem so hard to solve.
There are cases where land ownership passes through inheritance, and an heir living far away doesn't even know a retaining wall exists on the property. Cases where repeated resales leave the responsibility for maintaining a wall increasingly unclear. And the vacant-home problem: an owner passes away, the heirs abandon upkeep, and nobody ever touches the property again — while the retaining wall beneath that empty house keeps quietly deteriorating. This is far from a rare situation.
Can local government step in instead? That's not simple either. A retaining wall is private property, and government can't simply intervene. Even once a wall is clearly dangerous, the process starts with asking the owner to make corrections, and only escalates to administrative enforcement (daishikko — government carrying out the work itself) if that goes unaddressed. But enforcement takes time, and there's no guarantee the cost can be recovered from the owner afterward. The result is a structural problem: even when the danger is understood, the response tends to lag behind it.
This is not a small problem
If an aging retaining wall collapses in a typhoon or heavy rain, it can block an adjacent road, crush a house below it, and sever lifelines. The failure of a single wall doesn't end as a problem for that one landowner — it's a problem for the surrounding infrastructure and the safety of everyone living nearby, a problem for the whole area. Inheritance, vacant homes, and aging structures are each difficult problems on their own, and here they're stacking on top of each other — which is exactly why we think this is a social issue that could become more visible going forward.
What could MAPRISE do here?
Everything from this point on is still at the idea stage — none of it exists yet. But we believe a mapping platform like MAPRISE could have a role to play in this problem.
The first idea is accumulating information about retaining walls themselves on the map. If location, construction date, structural type, and visible condition could each be registered, it might be possible to visualize "maintenance priority" across an entire area as something like a heatmap — areas with a dense cluster of old walls, or walls decades past construction, standing out through shading.
Next is a mechanism for estimating risk from visible condition. Signs of deterioration — cracking, bulging, clogged weep holes — can be read to some degree from photographs. Training a machine-learning model on this kind of imagery could make it possible to offer a simplified risk score as a first pass, ahead of a detailed inspection by a professional.
Further out, linking to data already held by local government could open a path to identifying a given wall's owner, or locating existing inspection records. This connects directly to the inheritance and vacant-home issues discussed above, and realizing it would require careful work on both institutional and privacy fronts — but it's a direction worth exploring.
And finally, let's ask the question closest to home. Is the retaining wall beneath your own house okay? When it was built, what method was used, and what condition is it in now — we suspect not many people could actually answer that. If MAPRISE, as a tool, could help push that first step of simply knowing forward, that would be worthwhile.
Aging infrastructure is a quiet problem, and by the time it becomes visible, it's usually too late. We'll keep thinking through issues like this one, hidden in Japan's urbanized neighborhoods, in future installments.
